The Master Plan was developed in three stages: 1) a District Concept Plan developed by CIVITAS Studio, 2) a UAE Capital City Symposium, held in Abu Dhabi, and led by Larry Beasley, which gathered representatives from world capital cities to discuss and frame recommendations, and 3) a final Capital District Master Plan developed by a consortium of consultants with CIVITAS Studio as overall masterplan advisors. The resulting Master Plan outlined a vibrant, sustainable district that incorporated:
- A transit-oriented structure based on a proposed metro rail link;
- A capital business district (CBD) that serves as the commercial heart of the plan;
- A new federal precinct of government ministries and international embassies;
- Two high-density ‘transit spine’ neighbourhoods; and
- Surrounding neighbourhoods with a mix of low and medium density populations.
CIVITAS Studio also completed the subsequent phase of the project - the detailed Precinct Plan and Development Guidelines for the Federal Precinct.
